Community Conservation Center

The Gorongosa Restoration Project (GRP) through the GEF-6 project intends to build a Community Conservation Center (CCC) in Inhaminga, in an area of 10 ha with built area of approximately 3 ha. The Inhaminga CCC will include the following infrastructure: meeting room, rooms for beneficiaries, rooms for GRP employees, cafeteria, workshop, block for making handicrafts. Green areas, leisure area, amphitheater and parking are also foreseen. According to the Regulation on the Environmental Impact Assessment Process (Decree No. 54/2015, of December 31st), all public or private activities that directly or indirectly may influence the environmental components must be subject to the Environmental Impact Assessment process. Environmental Impact (EIA).
These Terms of Reference describe the activities of the environmental consultant, registered with the Ministry of Land and Environment (MTA), to carry out an Environmental Impact Assessment to obtain the environmental license for the construction and operation of the Inhaminga CCC.
Scope of Work
The Consultant will perform the following activities in the EIA process:
– Prepare the process instruction for the pre-assessment and categorization, following the preliminary environmental information sheet (Annex VI of Decree 54/2015, of 31 December) and submit it to the Provincial Environment Service (SPA) of Sofala.
– Carry out the subsequent stages of the EIA process depending on the category assigned. Specific activities may include preparing the Terms of Reference for the EIA, carrying out the Environmental Pre-Feasibility Study and Defining the Scope (EPDA) and the Environmental Impact Study (EIA) if category A is assigned, the Simplified Environmental Study (EAS ) if assigned to category B or Elaboration of the Good Environmental Practices Manual if assigned to category C.
– Implementation of the Public Participation Process following the General Directive for the Public Participation Process in the Environmental Impact Assessment process (Ministerial Diploma 130/2006, of 19 July), if the undertaking is assigned category A or B.
– Submit documents for each stage of the EIA process to the Sofala SPA and a copy to the Gorongosa Restoration Project (GRP).
Skills and Qualifications of the Service Provider
– Higher level in natural resource management, Environmental Engineering, Environmental Management and related areas
– Experience in Environmental Management
– Knowledge of Portuguese and English
Contract duration
– This work will last for three (3) months, starting from the signature of the contract.
