TERMS OF REFERENCE

I. Organization Description
The Gorongosa Restoration Project (GRP) co-manages the Gorongosa National Park (GNP) with the Government of Mozambique. The GRP has a dual mandate to strengthen biodiversity conservation and assist the Government in promoting human development in the Sustainable Development Zone (SDZ) of the GNP, an area of about 600,000 hectares with 200,000 people divided into 6 districts, namely Gorongosa, Nhamatanda, Cheringoma, Muanza, Dondo, and Maringue, across 16 regulated areas. These human development initiatives catalyze economic development, strengthen local health and education systems, and support community-based conservation initiatives.

The Community Relations Sector, part of the Human Development and Livelihoods Department at Gorongosa National Park, aims to guide sustainable development and the use of natural resources in the SDZ of Gorongosa National Park, establishing a healthy relationship between the local community and the Park. The overall objective of the Community Relations Sector is to support the residents of the SDZ in achieving significant socioeconomic development gains while protecting and sustainably using natural resources. This sector is responsible for working with communities to ensure a conducive environment between the Park and communities for the implementation of conservation and development programs, contributing to the achievement of the conservation and development objectives of the Gorongosa National Park Management Plan and other strategic documents like legislation on protection, conservation, and sustainable use of biodiversity.

In this context, the GRP intends to hire (2) District Supervisors for the Education-Conservation Program to join our Community Relations team in the Human Development Department.

II. Position Summary
The District Supervisor for the Conservation Education Program (CONSED) will be responsible for all field activities within the program, ensuring that the work carried out by field officers and other program employees is done timely and with the required quality, focusing on the 4 areas of intervention of the program: improving community livelihoods, enhancing and increasing the participation of SDZ communities with a focus on women’s participation in biodiversity conservation, through planning and implementing activities in engaging in sustainable resource management.

III. General Requirements

  • Degree in Forestry Engineering, Biology, Environmental Management, and Community Development;
  • Proven experience of 5 years in similar works and with strong knowledge of Environmental Education;
  • Fluent in Portuguese and English languages;
  • Communication skills and facilitation of sessions in environmental clubs;
  • Familiarity with the company policies and legal guidelines of the sector;
  • Ability to learn different functions;
  • Excellent communication and interpersonal skills;
  • Notable organizational and leadership skills;
  • Good knowledge of MS Office.

IV. Key Responsibilities

a) Supervision

  • Plan and implement all planned activities in the district under your jurisdiction;
  • Provide support for teachers of environmental clubs and all involved facilitators.

b) General Responsibilities:

  • Ensure a good relationship between the GNP, local government, partners, other stakeholders, local communities, and ensure compliance with policies and processes in all Community Relations programs;
  • Conduct awareness campaigns with the local government (Administrative Posts, localities, traditional and community authorities) on the importance of GNP and the need for their contribution to conservation;
  • Ensure the submission of official correspondence about the monthly planned activities to the district government;
  • Propose budget for activity implementation and provide financial support documentation and compliance with deadlines;
  • Collect data and document good natural resource management practices in the SDZ of GNP;
  • Participate in monthly community-related meetings and also all others necessary for DDH;
  • Ensure that gender issues are included in all activities.

c) Specific Responsibilities:

  • Establish, revitalize, and assist environmental clubs in primary schools of SDZ of GNP;
  • Facilitate sessions/activities of Environmental Club in ZDS primary schools, including environmental seminars;
  • Identify training needs of teachers responsible for supervising environmental clubs;
  • Lead the teacher training process and others involved in the Conservation Program, focusing on environmental clubs;
  • Provide assistance and monitoring of trained teachers in biodiversity conservation and environmental clubs matters;
  • Promote and participate in the training of primary school teachers in environmental education and biodiversity conservation disciplines;
  • Advise on the type of material to be produced to support sessions with environmental clubs;
  • Prepare monthly and weekly activity plans according to program goals and indicators;
  • Prepare and present annual, semi-annual, quarterly, monthly, and weekly reports of implemented activities;
  • In coordination with PNG representatives, district supervisors of Community Relations, Education, Health, and Sustainable Development, Conservation, and community leaders, plan community awareness sessions through mobile cinemas, cultural activities, and awareness in matters related to biodiversity conservation;
  • Disseminate the law on protection, conservation, and sustainable use of biodiversity in communities during activities with environmental clubs and teacher training;
  • With the support of the PNG Media sector, conduct mobile cinema sessions (show films about the activities developed by PNG in ZDS communities through different departments as a result of fulfilling the mission defined in the PNG Management Plan);
  • Plan and lead actions to commemorate important environmental days;
  • Collect and compile lessons learned and success stories in the environmental education process;
  • Analyze data resulting from activities implemented within the environmental education framework;
  • Ensure the construction and maintenance of nurseries in primary schools of SDZ of GNP, as well as promote tree planting in schools and local communities in the SDZ of GNP;
  • Carry out solid waste recycling activities;
  • Develop, coordinate, and conduct awareness campaigns on the importance of biodiversity, GNP, and community involvement in all processes;
  • Design, implement, and adapt environmental education activities for the SDZ of GNP;
  • Design, implement, and adapt environmental education activities for the SDZ of GNP.
